ANTICIPATED WORK SCHEDULE:
Full-time (Monday - Friday shifts) 40 hour per week with some nights and weekends as needed. Schedule may vary depending on program area specific needs.


SUPERVISION EXERCISED:
This position supervises full-time and part-time staff. The Recreation Supervisor - Cultural Arts also provides leadership and oversight on all Cultural Arts operations, special events, schedules, projects, goals, and programming.


DUTIES AND RESPONSIBILITIES:
Supervising Duties

  • Provide exceptional leadership and oversight for assigned program and operational areas to ensure effective programming and operations
  • Work collaboratively with staff and provides advice and support in planning, researching, implementing, scheduling, supervising, evaluating, and promoting programs, activities, and services
  • Communicate extensively with staff, co-workers, and supervisors to ensure smooth program operations
  • Recruit, interview, hire, schedule and supervise full-time staff
  • Train and mentor staff providing feedback and professional development opportunities
  • Manage staff performance by maintaining staff-related documentation, completing timely and thorough performance evaluations, and coaching and initiating disciplinary action as needed
  • Create and promote positive working relationships and an inclusive environment amongst staff, volunteers, and participants. Facilitate conflict resolution strategies as needed
  • Ensure all required staff and volunteer certifications and trainings are completed
  • Submit bi-weekly payroll by established deadlines, verifies accurate timesheet entries and makes adjustments as needed
  • Create, maintain, and train staff on standard operating procedures and modify when necessary


Administrative Duties

  • Develop and implement a comprehensive cultural arts program that aligns with the organization's mission and goals
  • Oversee the public art program by coordinating the selection and installation of public art projects
  • Oversee the maintenance of public art collection
  • Collaborate with local artists, performers, and cultural organizations to enhance program offerings and community partnerships
  • Develop and implement standard operating procedures to improve efficiency, safety and effectiveness of operations
  • Develop, implement and manage strategic goals and objectives in relation to cultural arts operations, programs, and services
  • Stay informed about current trends and best practices in the cultural arts field to ensure program relevance and innovation
  • Prepare annual and supplemental budget request for assigned program areas, monitor revenue and expenses, ensure cost-recovery goals are met, and verify accuracy of invoices and purchase orders submitted for payment
  • Responsible for operational and capital purchases within assigned program areas
  • Assist with strategic planning and financial forecasting for the Division to include short and long-range operational objectives and capital projects
  • Complete program and operational area reports including financial, participation, registration activity, facility usage, incident, and compliance reports
  • Contribute to the development and implementation of Department marketing and ensure accurate content for the program guide, flyers, social media, etc. is submitted in a timely manner
  • Oversee contractual agreements and contracted activities
  • Build strong community relationships and partnerships with external organizations and individuals to meet community needs
  • Demonstrate outstanding internal and external customer service by upholding PEAK (Professional, Exceptional, Accountable, Knowledgeable) standards


Town Wide Expectations/Duties

  • Interpret, communicate and enforce all Department, Town, County, State, and Federal policies and procedures within areas of program responsibility
  • Complete all required safety trainings in a timely manner and ensures staff compliance
  • Attend and participate in staff meetings and trainings
  • Work cooperatively with other Town departments
  • Communicate the Town's Mission, Vision, and Values to staff and community members


Other/Miscellaneous

  • Assist Recreation Division Manager with special projects and initiatives
  • Respond to emergency situations, administer first aid, CPR and other medical attention as needed
  • Screen feedback and identifies sensitive issues. Bring appropriate issues to the attention of the Recreation Division Manager and/or appropriate party
  • May serve on Department or Town committees
  • May serve as Recreation Division Manager in his or her absence
  • Perform related work as required and assigned
Qualifications

MINIMUM QUALIFICATIONS
A bachelor's degree from an accredited college or university with major course work in Arts Administration, Arts Leadership and Cultural Management, Business or Public Administration, or related field. A minimum of three years of experience in arts administration with demonstrated experience in supervision, project management, cultural affairs, and public art management. A combination of education and experience may be considered.

CERTIFICATES/LICENSES/REGISTRATIONS

  • Ability to obtain CPR, AED and First Aid certifications within three months of hire


KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

Knowledge of: To perform this job successfully, an individual must demonstrate exceptional leadership and communication skills and must possess expert knowledge of the principles, practices, trends and methods of cultural arts programming, art procurement, and public art management in a community setting. Knowledge of guidelines, and regulations related to Department, Town, County, State, and Federal policies and procedures also required.

Skills and Abilities in: Supervising and leadership; strong knowledge and expertise in directing and coordinating program operations; training methods and instruction techniques to teach others through explanation, demonstration and supervised practice; initiative with sound, independent and timely decisions; communicate effectively using verbal and written methods with a variety of individuals groups; analyze, forecast, prepare, and monitor budgets and financial information; provide PEAK customer service to a diverse population; manage time effectively, adhere to deadlines, and respond to internal and external requests in a timely manner; the use of standard office equipment, computers, and various software programs; positive and professional working relationships with all Town staff and the community; conflict resolution; competing priorities in a diplomatic manner; handling controversial issues; comprehending instruction, correspondence, and policies and procedures; problem solving; remaining composed in emergency situations and working effectively under stressful circumstances and performing CPR, First Aid, and AED to level of certification. Ability to get to various Town facilities during the workday, either with a personal or Town vehicle, for which a license is required, or other mode of transportation.

Physical Requirements:

This position requires approximately 70% desk work. The remaining 30% is spent completing various tasks and activities throughout cultural arts facilities. Most of the non-desk work time is spent walking. Bending over, kneeling, and stooping is required to pick up or move items. The frequency of bending, kneeling and stooping required varies from day to day. Approximately 75% of time each day will be spent on tasks which include a combination of using a computer, communicating with others, and documenting and providing information in a written format. The employee will also need to be able to access and move items located from storage locations that are above shoulder height and below knee height occasionally. The ability to see up close and at a distance is required, as is the ability to see color and perceive depth of objects. Employee will need to be able to get between various Town facilities throughout the workday.

Environmental Conditions:

This position encounters a wide variety of work environments that are very active. The ability to constantly change plans and adapt to what is happening is necessary. The duties of this position require both indoor and outdoor work year-round. The outdoor work environment can include all temperature and weather conditions including sun, snow, rain and wind. When indoors, the environment includes a typical office setting and a future facility which will require being around people of all ages and abilities, noise, and a variety of light settings. There is some exposure to loud noises. Navigating uneven surfaces is occasionally required and primarily occurs in the park environment.
