Scope of Work:

Serves as the Air Program Manager to review, plan and implement actions to maintain environmental compliance with the USAFA Air Permit, Air Force Instructions (AFI's) and other applicable Federal and State regulations. The Air Program Manager will update environmental plans, review applicable regulations, prepare new permits, create compliance plans, and other written submittals to the client and other governmental agencies in accordance with the Performance Work Statement (PWS). Serve as a technical resource on air quality compliance assurance and permitting programs, including regulatory analyses of facility operations and air emission sources. The Air Program Manager maintains advanced knowledge of the Clean Air Act, CDPHE air permit regulations, the AFI 32-7002 and other applicable regulations affecting air emission sources at USAFA.

Responsibilities:

  • Ensures all applicable plans and permits are current and up to date with Federal, State, and local regulatory requirements. Additionally, will review AFI's and other DoD requirements for specific plans, equipment, and circumstances for compliance evaluations.
  • Provides leadership and direction to 10 CES management and KIRA management staff on environmental compliance and air permitting issues affecting USAFA operations.
  • The primary role of this position is to provide technical leadership for air quality by managing compliance conditions listed in the USAFA air permit, evaluating new sources, preparing permit required reports, tracking emissions, and preparing Air Pollutant Emissions Notices (APENs) as needed.
  • Responsible for preparing facility wide emission inventories, managing emission data in the Air Program Information Management System (APIMS) compliance module, regulatory and AFI applicability reviews, recordkeeping, reporting, and process assessments.
  • Estimating emissions and conducting engineering evaluations of air pollution sources to assure compliance with New Source Performance Standards (NSPS), applicable National Emission Standards for Hazardous Air pollutants (NESHAPs), and Green House Gas (GHG) emissions as they pertain to emission sources on USAFA.
  • Maintain and update the monthly refrigerant management records within the APIMS database and maintain EPA and CDPHE required compliance records.
  • Prepare reports and air emission analyses of air quality impacts, emission offsets, monitoring and/or modeling requirements, resulting from criteria and hazardous air pollutant emissions located in disproportionately impacted communities.
  • Coordinate and manage Underground Storage Tank (UST) vapor balance testing for USAFA UST systems.
  • Coordinate and manage all required stack testing for Heat Plant boilers to demonstrate air permit compliance with Maximum Achievable Control Technology (MACT), NSPS, NESHAP and Method 22 regulatory standards and record keeping.
  • Prepare New Source Review (NSR) and Reasonably Available Control Technology (RACT) and exemption applicability analyses for all permit applications to determine compliance with available emission control technology.
  • Provides input for NEPA reviews regarding air quality impacts including General Conformity analysis for all federally funded activities using the Air Conformity Applicability Model (ACAM) software if applicable.
  • Coordinate and manage compliance with the Diesel Fleet Self Certification Program (DFSCP) as per CDPHE regulations and applicable Air Force Instructions.
  • Calculates USAFA greenhouse gas emissions, prepares the annual GHG report for EPA submittal, maintains and updates the GHG Monitoring Plan.
  • Excellent communication, interpersonal, and analytical skills. Must have strong written and verbal communication skills.
  • Social skills and professionalism necessary to establish and maintain long-term working relationships with clients and co-workers.
  • Provides timely and high-quality deliverables to client. Deliverables for each specific medium are identified in the PWS.
  • Must be willing to serve as the on-call specialist for Spill Response on a regular rotation with other Environmental personnel.
  • Maintains regulatory required certifications necessary for successful performance in their respective areas of expertise.
  • Serve as point of contact for all CDPHE agency air quality inspections and other Air Force inspection/audit programs. Performs other duties as assigned consistent with the position's requisite technical skills, program requirements, and the administrative requirements of the KIRA contract.
  • Develops and presents environmental air permit and regulatory compliance training and provides direction to employees according to USAFA air permits, AFI's and 10 CES management guidance.

Minimum Requirements:

  • Experience in successfully interacting with federal, state, and local agency officials related to environmental permitting authorizations. Liaise and interact with Federal and CDPHE agency representatives during air permit inspections and participating with government audits.
  • The Environmental Air Program Manager shall have at least 5-years' experience in environmental compliance programs specializing in air quality, permit applications, compliance, air emission inventories, GHG emissions and regulatory analysis for specific sources.
  • Must have experience with managing/handling/storage of hazardous waste, spill response and cleanup activities. Must have current 40-hour Hazwoper training.
  • Must have experience with collecting environmental samples, identifying proper laboratory analyses, interpretation/evaluation of laboratory results and managing corrective actions to achieve regulatory compliance.
  • Experience in either DoD, Government Service or Contract Support is desirable.
  • Applicable certifications and knowledge of federal, state, and local environmental laws and regulations in their respective medium is highly desirable.
  • Knowledge of office automation software (MS Windows, MS Office, including PowerPoint, Word, Access, and Excel) required.
  • Must be able to successfully complete a National Agency Check with Inquiries (Tier 1) background check.
  • Must be able to successfully complete a drug/alcohol test and a criminal record check.
  • For positions requiring use of a Company and/or Customer vehicle, must have a safe driving record, as defined by Company policy. Must have the ability to safely operate a company vehicle and possess a valid Colorado state driver's license.
